In December 2016, the 21st Century Cures Act was signed into law mandating all Medicaid Provider Service Agencies must require Electronic Visit Verification by January 2019. That date has then been delayed to January 2020 under Trump’s new bill. States that do not implement a system for personal care services that accept government reimbursements by 2020 will face an escalating reduction in FMAP funding.

Alabama
Model: State Choice EVV Vendor: AuthentiCare®
Alabama requires all agencies providing medicaid services to utilize AuthentiCare® for their EVV system. MEDsys is closely monitoring state requirements and future integrations.

Alaska
Model: Open
CMS approved Alaska’s request for a Good Faith Effort on 09/18/2019. The Good Faith Effort allows the state additional time for implementation of EVV without the FMAP reduction for calendar year 2020. This does not delay FMAP reductions for more than one year, therefore the state must be compliant by January 1, 2021 or FMAP reductions will be applied.

Arizona

California released an RFP on 8/14/19 and is in phase II of development. They have chosen ETime Sheets (State Developed) as a vendor.

Model: Open

Delaware
Model: Closed EVV Vendor: TBA
Delaware has not provided any recent updates,but in a public meeting Delaware mentioned RFP would be released to contract a single vendor. If the State chooses a single vendor then all agencies must use that vendor. MEDsys is closely monitoring Delaware state requirements and future integrations.

Model: Open
Florida agencies have the option to choose their own vendor as long as they meet the CURES ACT requirements and can integrate with the MCO (AHCA) chosen aggregator (Tellus who is working with Centris Consulting). MEDsys is closely monitoring state requirements and future integrations.

Georgia
Model: Closed/Open
Georgia Medicaid last updated their EVV page on 2/11/19 stating they are reviewing the service proposals and systems of EVV service vendors. Georgia will announce the apparent successful vendor soon. Providers can use third-party vendors, as long as they integrate with the state system.

Montana is in the process of developing requirements for an RFI or an RFP by 10/19. Montana’s intentions are to move forward with the Open Model. In an Open Model, agencies have the option to choose their own vendor as long as they meet the CURES ACT requirements and can integrate with the state chosen aggregator. New Hampshire
Model: Open
New Hampshire plans to work with the stakeholder community in the first half of 2020 to identify New Hampshire specific EVV design and program requirements. Those requirements will be utilized to procure the information system components needed to implement EVV.
At this time, NH is planning to implement an Open Vendor/Hybrid EVV Design Model. This model gives flexibility to the State to contract with a single EVV vendor, but allows providers and MCOs to use other vendors.

New Jersey
Model: Open
New Jersey has decided to go with an open system, that may allow providers with an EVV system the ability to continue using their current system as long as it integrates with the state system. An RFP was released in January of 2019 for a data aggregator, in the meantime NJ agencies may use their current system if they have one.
